The issue of commercialization of MCFC's or SOFC's varies depending on if you ask Swarup at ExxonMobil or Chip Bottone at FCEL. Yes, this was addressed in the Youtube video presentation below by Swarup, and Chip quickly jumped in and cleared it up. ( About 2/3 or more in I think)

Swarup at ExxonMobil is talking about commercialization from the standpoint of Exxon deploying MCFC's for carbon capture on a global basis across six continents....as evidenced in the statement by Swarup below. This would involve 500MW MCFC's on large Gigawatt Electricity Generating Facilities utilized by ExxonMobil around the world.

Chip Bottone, in reference to FCEL commercialization, is talking about deploying 20 to 400 Megawatt sized MCFC's or SOFC's in 2019/2020 possibly at the conclusion of the joint effort by FCEL/ExxonMobil/DOE at Southern's Barry Electricity Generation facility in Bucks, Alabama.

Swarup at Exxon Excerpt:
"We are still 10 plus years away” for both the algae biofuels and carbonate fuel cells to be deployed at scale, according to Swarup, who said the company’s been focusing research on algae for eight years.

Swarup’s biggest priority is finding and developing projects that can be scaled to Exxon’s global reach. The company operates on six continents and had revenues of $198 billion last year, bigger than the combined economies of Qatar and Kuwait, two members of the Organization of Petroleum Exporting Countries.

As to Chip's timeframe see phases table:
