Before you started to post.

Though MJ#1 is remote, in an emergency situation due to well control failure where the oil flow could not be fully stopped, there are possible options.

MJ is relatively close to a major new railway that starts/ends in Haifa where one of two refineries exist in Israel.

IF a well control issue were to occur, tanker trucks could haul oil to the new freight rail hub in Bet-She'an for transport to Haifa on the new Jezreel Valley Railway.

As a speculative thought, in an emergency situation due to well control failure, this may be an option to avert an environmental catastrophe. Setting up for such an event may be part of the delay.

Tanker trucks, oil staging tanks in Bet-She'an, railway tankers would all be required to handle such a situation to get the oil to Haifa. In some speculative way, these items could also fall under the umbrella of Well Control Equipment. Wildly speculative I know. Just some thoughts.

I do not know how many of these transportation and storage items are currently in place in Israel. There are other active wells in Israel so they do have some of these assets in country.
