That doesn't make sense for multiple reasons
The obvious being that they keep updating the share structure on OTC Markets almost daily and there has been no changes to O/S or float since they started updating it a month ago.
Also, if the company were to start selling shares, I would bet we would see UNVC issue some PR's to drum up volume and interest to allow for share selling. A company would not just dump 10M share when volume was less than 10M for the day, they would go on a PR campaign, spike the price and then sell a bunch of shares into increased volume.
This most likely was someone who didn't like the slow action and wanted to get out to chase something else, the timing of it was odd in that it was right at the end of the day.
