As Worktoplay mentioned, who could be the other contractor? What can they map that we can't, or am I reading this wrong? It is mentioned that this "compliments" DNAWitness. And revenues are only mentioned for phase I, which has been approved.
Working with the gov't is the best validity for now.
Who knows, maybe a stretch, but it doesn't hurt to have this in the box when considering patent approval and protection thereof.
