The implication is quite simple. The foreign minister of the PA recently announced that no arrangement with Israel can be reached if the descendant of the refugees 1948 conflict are not given the choice to return back to their original places, within Israel. That is what is called in the political lingo "The right of return". Actually the UN is to blame for that since when they formed the refugee camps, they also separated them from the local populations (and the local governments for their own reasons refused citizenship to refugees born on their land) and the refugees were forbidden to work or even mix with the local populations..

Why would such a new "International principle" of justice be destabilizing is the question? because, Sikhs (2 MM of them displaced from their fertile lands in 1949) will demand the same rights. Because, Germans (at least some) may want to reclaim parts of Poland, Russia, the Sudetland and even Alsace Lorraine in France. Greece and Turkey will reopen long dormant wounds and the list goes forever...

It is one thing for a future sovereign state of Palestine to grant to whomever they want a "right of return" to within the boundaries of such a sovereign state (Israel itself has such "law of return", to within its own boundaries), it is quite another to grant such rights to return to another sovereign state.
