The T/A's numbers do not confirm anything as to whom specific lots of shares have been issued (only the total issued). Shares issued to someone in August could still be entering the market on a daily bases and would not be new dilution because they were counted when originally issued in August. Just because shares are issued doesn't mean they were automatically sold into the market.
There is also a matter of 'good' and 'bad' dilution...not all dilution is bad. If shares are being sold to increase shareholder assets, that would usually be considered 'good' dilution.

Only updated financials from ECOS will reveal where those shares went and for what purpose?
