He mentions that the P3 will be expensive and he cannot generate that much funds.

However one key item overlooked here is - FDA raised queries for the SPA submitted by IPIX for ABSSI and company did not respond to it for few months and then they declared shelving the P3 indefinitely due to lack of funds.

So there is clear room to speculate that there were some difficult questions that company could not answer so they shelved it under lack of fund reason
