I believe all 50 states have options for personalized plates. They cost extra and bring money to the state

That said, it's probably coincidence someone had an Viva plate since it means a lot in Spanish as LIVE means a lot in English

If you saw an OTTV plate, that'd be awesome. Maybe someday I'll get a plate that says TY OTTV. In the meantime, this will have to do
