The most "plausible" explanation on offer is that evil scam artists frequently issue PRs after having alerted friends and family to load up on shares prior to it, and then dump them once the PR is released - it's POS penny stock 101, remember?
Nothing to see here - except more scandalous filing spelleeing, and criminul grammur.

The SEC should definitely be notified.
