I'm thinking there is a tie-in with the ' DoD' and it's Sc. report-announcement' (expected before Dec.1st) prior to/around the financing disclosure. As you can appreciate - it would be enormously advantageous for the project funding - to have a " US Department of Defense" contract for our Sc. in hand! would you not agree?

In the latest video from UK, I could almost see the tears in Mark's eyes as he strained, having to say "Realistically 2018" before construction will start. haha
