On the ask, absolutely. I can't imagine a stock moving with bid support only and no one hitting the ask.

Think about this as well.

If the price is 0.016 and it's falling

I have a limit order in to buy at 0.015

The stock price drops to 0.014 and the ASK is 0.015

I buy at 0.015 and stock price stabilizes.

Didn't I just "hit the ASK"?
