Arcturus is still private (until the reverse-merger with ADHD closes). So, they can get away with such vague language in the PR—for now.

Since the amount of upfront cash is not disclosed, it’s reasonable to surmise that it’s very small.

Janssen will assume responsibility for development costs and all commercialization costs associated with the program

If Janssen picks up the entire cost of development and commercializing any products that come from this agreement the result will be revenue generating for Arcturus, with no cost. Under this agreement I wouldn't assume Janssen would pay much upfront.
