No, should trade at the listed price whether Bid or Ask. Some brokers only do it to whole cents and probably why there is a big block at .19. If you can enter the trade it will trade at that amount. I just now tried an order on TDA (Think or Swim) and they require .1901 i.e. .0001 increments.
