That is complete nonsense - the project wasn't awarded by the US Government or the State of Texas - clearly there isn't any antitrust laws that would be violated - that is just another excuse.
Antitrust laws would be about two large oil companies collaborating and creating a monopoly.
The Fort Stockton project is something Hanks dreamed up to pump MMEX.

Once again the project wasn't awarded - the large oil companies wasn't interested in the project because it isn't needed - if there was a need one of the large oil companies would build a refinery and not need toxic financing.
