You are correct. Buffett worried that there were plans for single stock mutual funds or ETFs that would inefficiently make BRK.A shares available to the masses. So he decided to create a low cost version of Berkshire shares himself.
The B shares "split" but the A shares (the real shares) didn't. It's confusing.
