Unfortunately, there's no such requirement. Nor is it even wise to have such an outlook. This is the OTC, where CEOs often will thumb their noses at the SEC since they're non registrants and knowing that they pay no attention to their shenanigans, except in the rare cases of egregious wrong-doing.
