no. the ta does not contact finra on the announcement. the new name is not "announced". the ticker simply changes on the date finra publishes the change. it's done automatically.
I just spoke to Luis at FINRA and was told that the company is notified when the name and ticker change has been approved and do have a choice of when the change takes place. So they are notified in advance before it is posted on the Daily List.
