Indeed there probably some corruption with paper ballots. Here's the big difference, and people understand this. You can't change millions of paper votes with a single keystroke or line of computer code. You might be able to change a few hundred paper ballots, but it would take more than 1 person and the likelihood of getting caught rises exponentially.
