It does for me!!!! My take is that this indicates VIVA has something so massive in the works that the SEC used their power of 'sole discretion' to grant an extension. Again, I very well could be missing something obvious as I am just a newb at this, but it does seem fairly straightforward when you read the details of Form 12b-25.
