Point taken, but sometimes there are details which need to hashed out and clarified in person. Once the details are agreed, a formal handshake with verbal "deal" and then ok lets get this language drawn up for formal signing has been agreed by both parties. I don't think one department is going to hold this up if the "powers at be" have blessed the project. But that's my opinion. I think all the terms have been agreed too, finally, it's just a matter of formality now.
