CT rejected my buy orders only allowed me to sell. I just don't get why someone can place bid orders not me.

Y, Fidelity only allow SELL? Weird ? they buying.....? I trade GSE pfds since Sep,2008 ,but one year later fidelity didn't allow buy some of pfds just like Lehman CTS now ,very strange !
