Looks like PR needs to also restore new leaders who don't act like third world leaders. I understand how bad the hurricane was (been through many big ones myself) but they need to spend more money on infrastructure and less on welfare and hand me outs fraud. Many many many stories about that over the years. A better infrastructure would hold up better. It would be wounded but would have a better chance of coming back online faster.
