Government procurement processes are notoriously slow and awards are heavily skewed towards the fourth quarter. Most new year procurement processes are only starting in the first quarter (in large part because of the focus on getting year end money out the door before midnight Sept 30). On a relative scale, not a lot gets awarded in the first quarter as a result.
