Or he reports he's doing something that would be illegal, but actually doesn't have any insider information, but by doing so anyway it's active pump and dump, which is also illegal.
I.e. my mms and me have out buy signals at .14 it's going back there, some selling probably not related, maybe enough movement to cause some people to be scared maybe he's right so more selling, "going back to .14", hmm could be there's a lot of selling more selling until it reaches said price.
Also looking at his past posts he's done this basically since his account was created last year, and with this stock he's also back in September said he bought at such and such price and should sell at a price blah blah blah. Most likely missed the breakout and wants cheaper shares. (A breakout that was fairly obvious)
