The organization called on Congress to raise the federal cap on slots for medical residents at teaching hospitals by 3,000 annually, at a cost it estimated would be about $1 billion per year.


What is the likelihood of increasing spending on any program other than the military with the republican congress? You are undercutting your own "point".

Also, the numbers in the article are inflated: trump just made healthcare unaffordable for millions of poor people, so the demand for health care should reflect that.
