I think they(banks) can just make a block chain. I believe it is the power of the people. For them to create a block chain they would have to enlist/reward/pay thousands of people to access their computers to confirm transactions as is what bitcoin is doing. Nobody would want to help the banks as they have had a bad track record for decades
