It does say ALL. Also, with this special dustribution they went out of their way to justify the judge have jurisdiction. Apparently, that is very important. They must expect some type of disagreement because if it were the same as before status quo distro, it would be simple and straightforward.
They did say this one can be different. I dont know. They did use the word ALL.
