Yes things seem to be happening. Did you do your DD? I did. The company has and is doing everything they said they are going to do. Name changes don't just happen that's a big process. Also, rebranding and new tech appropriate to new focus requires time and investment. Let's not forget lining up the clients. Why move forward if the company doesn't have clients? Simple answer is, there is a reason the company is moving forward.
