There are more shares issued on the profile page of RAKR than in their recent filings. Who at the company approves the creation of shares?

They did not disclose how many shares are unrestricted when they updated the outstanding shares on Sept 20, 2017. There is a rollback in June 2017 of 1 new share for 1000 old shares so all the shares would be restricted for what they issued since June. It has not been six months.
