I assume you didn't read the document if you think the patent wasn't rejected. Also, no one that takes the time to read the document can say there is anything positive about the letter of rejection.
The present application does not meet the criteria of Article 33(1) PCT, because the subject matter of claims 1-7, 9-91 does not fulfill the requirements Article 33(3) PCT.
More bad news - that means the patent application was rejected.
You stated earlier that OWCP owned 7 patents and that wasn't true. Then you thought that a provisional patent was a real patent... As you wrote: "First, OWCP has obtained provisional patents." Provisional patents are meaningless - they are a placeholder only.
It is obvious that most OWCP investors don't understand the patent process.
You stated "OWCP patents are all INTERNATIONAL"
There isn't a International Patent.
I have researched many patents and understand the patent process - the 13 page document was the death knell for the Multiple Myeloma patent application.
