Why didn't you post the document - as it clearly states that Claims 1-7 and 9-91 were REJECTED for the Inventive Step.

Read 2.2 Inventive Step:

The present application does not meet the criteria of Article 33(1) PCT, because the subject matter of claims 1-7, 9-91 does not fulfill the requirements Article 33(3) PCT.

The letter of rejection is pretty grim for the OWCP shareholders.
