That seems futile to me. Finra is doing their job well, it takes as long as it takes. A complaint that it's not going as fast as one would like, I don't get because only they know the amount of work it is for them to complete. SMH...
Telling a Federal a buerocrat to hurry up is like peeing in the wind. Better to tell them what a great job they are doing. Them knowing you are waiting on them gives them a sense of power. If they stamp the paper they lose their hold on you.
