The shares are "tradable" the day of effectiveness. That is what registration is all about. You are talking about an exemption from registration for a reporting company in compliance who has issued non-registered non-exempt shares.
The reason the shares "aren't tradable" is that no Broker/dealer is trading them....or apparently wants to.
