IMO a quote from a EAPH PR dated 23rd Aug makes a bit of a mockery of that claim
"The contract was executed with several local construction companies"
I see no reason then why details can't be given to help future shareholders do proper DD. Apart from those companies are none existent and no contracts have been signed IMHO.
To answer your question, the only reason they would mention the deal at all until after it's done is to get people to buy their stock, or not to sell it. It's part of the pinksheet pump and dump. Any basis in fact to EAPH's statements is either non-existent or irrelevant. EAPH lies in its PRs and gets away with it by means of disclaimers.
