Could this funding assistance be in response to the letter written to Energy Secretary Rick Perry by the States Delegation requesting the additional $15 million provided for in the award to FCEL by the DOE when FCEL reaches certain milestones at the Alabama Southern's coal-fired Barry plant. Government language is so ambiguous.
