Actually a month ago someone here posted an EXACT example of just that very thing occurring on another ticker. They filed reduced A/S with the SoS first and then 2 weeks later did a R/S. What is mathematically impossible is for this to have a 200 million A/S with a 1 billion O/S. Either a R/S is coming or an insider is going to buy over 800 million shares, both of which can not be done legally as a No-info, delinquent SEC filing pinksheet. Now if they a had at some point gone dark with a 15-12G filing then insiders could do what they please with the shell and the shares, without drawing SEC suspicion and action.
