the ACA is a Trillion Dollar program

The NWS (especially >10% per original contract) would not fund 5 states ....... and the NWS money - every dime - goes to the general ledger -- it will not fund THE wall or THE Aca - but maybe 1/10th of 1% of either as part of total income (net FICA)
