As you can see in that link, that description is discussing shares not held by the company but by a third party escrow company or by the trade exchange.

These shares can be held by an escrow company or by the exchange the shares trade on

But not by the issuer themselves (i.e the company).

So that is something different than suggesting the company is holding the shares as an escrow.
