My guess is that you have not read the PSC. I've read this one and helped write many. I don't see that what HDYN discovered in the Fatala well comes close to meeting the requirements under the PSC to allow moving on to an appraisal period.

I see why Ray Leonard latched on to this strategy because it is all he has left. He applied for this extension as a last ditch effort to keep the company alive. Whether it will be successful or not, is highly questionable. Those pretending this is good news and that Guinea will agree to it without hesitation are misrepresenting the situation.
