If so you might want to do your research a little more throughly.
EX-IM is lacking 1 person to fill it's quorum. A panel of individuals who vote on which loans are approved. The quorum won't get filled anytime soon, thanks to senators like Richard Shelby stonewalling the vote.

Pipe dreams. If it were realistic this wouldn't be tanking, we'd be reaching new 52 wk highs.
