Your premise that "they" want to maintain an open short interest of around 10 million mistakenly assumes that it is one entity or a small number of entities that have arrived collectively at that 10 million number. There are many, many entities short, including tutes and numerous retail hangers on. It doesn't make sense to believe that collectively the number 10 million has any significance to those numerous assorted entities.
No, they're not! They're making a reasonable assessment of Advaxis' chance of delivering, and how much to risk buying at current pps. My opinion: a pretty good shot at five bucks per share!
