SBIR is research grant and you do have to account for the funds as specified in your proposals and SBIR has phases and you can go from 'some" funding to "more funding" - not sure what the limits are in biotech. I think they tend to max out around $3M. It pays for people to do specific things, and some specific materials, and some specific travel, etc., and the goal of SBIR is to push something along toward commercialization, which, in turn results in employment opportunities and perhaps whole industries or sub-industries.
