They must give notice of a harvest date at least 30 days before harvest to give the State time to test it should they decide to.
This has nothing to do with "hold up for testing". Either the State decides to test it in that time frame or not. At the specified date the harvest commences.
Unless Todd forgot to timely file, in which case this is a lie to cover that failure to file fiasco and not a testing hold-up.
