The Fed was propping the market by buying treasury's, bonds, etc. When they came due, the Fed would re-invest the cash into the market. Now, when they come due, the Fed will not re-invest the cash, thus, they are "un-winding" their holdings. It will reduce market liquidity....and maybe reduce some manipulation too (pffft).
