Breaking this down, he's saying:

Pumps happen all the time. Not all pumps end in dump.

So that means, some pumps just pump forever. That is why there are some OTC stocks that just keep pumping, and pumping, and pumping. That's exactly what is being said up above.

The poster above is trying to make the argument that DNRG isn't a "pump and dump" because not all pumps are dumps. That's a lie - all pumps are inevitably dumps in the OTC. This is statistically verified by the fact that you can count on one hand how many successful companies have come out of the OTC.

The OTC is a government-sanctioned criminal market that is full of ponzi schemes, pumps and dumps, criminal investors, criminal traders, and criminal overseers.

If stocks didn't dump they'd always go up. There is always a dump, eventually. Some stocks, there are many pumps and many dumps. It is not logically possible for a pump to not end in a dump.
