I spoke to IRS agents on this matter back in 2013, and they essentially said that. They do not go after him because there is nothing to collect, which is unfortunate as they should lock him up in spite of the expense of doing so. It would be cheaper for BH to start a new scam from scratch that to pay off the debts here. This is completely a dead horse. I cannot imagine anyone ever giving him a substantial amount of money to get this thing afloat again. But hell, weird things do happen.
