It only makes sense that this is why there is a seperate system for Congress and they did not include themselves with the 160 Million other people.

Congress is made up of genuinely benevolent people, which is why ethics groups monitoring Congress are purely waste.

If I was in Congress and designing such a bill, I too would exclude myself and family from the better option that includes almost everyone else.
