CDEL is a market maker. Could be an individual or a group. When putting a "wall" on the ask or sell side of level 2 inhibits the price to go up and kills the MOMO therefore stalling the run up further north. There are various reasons one would do this mainly it is to scare people and hoping they dump their shares to the BID where more than likely CDEL is also buying and hoping to get thier BID filled. Newbies or the casual day trader that don't know what ONCI is really all about and the potential it has will just kill the bid buy dumping them at market valur thinking the stock is going to tank therefore driving the PPS down.
