I think you may want to look back around the era of alcohol prohibition. Just because banks couldn't track money the way they can today doesn't mean they willingly took dirty money. Hence why so many such providers found themselves caught or hiding cash after a while.
Oh and by the way, the 1920s was not at all the first time alcohol had been prohibited. Not in world, not even in the states.
