San Bernadino County hasn't had an incorporated city since 1991

There are almost 60 unincorporated cities in San Bernadino County, 27 census-designated cities, and 2 ghost towns. Only 24 incorporated cities, with the last one being Yucca Valley in 1991, population as of 2014 21,053 people.

Incorporation of a city is no easy matter. There is a lot of regulation, a lot of approvals, and a lot of money and time.

American Green isn't cut out for it. They can't even finish a single grow op building in Phoenix when they said they would, how can they possible meet all the deadlines for incorporating an entire city with a population of 6.

Not in California - the population has to be 10,000 to incorporate. Those are cold hard facts.

"Unless Nipton incorporates, land-use permits will not be issued and full criminal enforcement procedures will be in effect,” San Bernardino County Sheriff’s Lt. Sarkis Ohannessian said."

"American Green said it plans to incorporate Nipton and then implement its own laws.

That won’t be easy. Incorporation of a community in California is a costly and complex process that can take years, said Kathleen Rollings-McDonald, spokeswoman for the Local Agency Formation Commission in San Bernardino County.

“State law requires a minimum of 500 registered voters and a minimum population of 10,000 residents in order to have a tax base to offset the costs of basic municipal needs such as law enforcement,” she said. “So due diligence appears to be a little short in this case.”"

So the Nipton storyline is for pumping purposes only.
